CWA D3 PR-AT&T MOBILITY BARGAINING REPORT #23

As we mentioned in our last report, the Company posted record revenues and an excellent performance in the Mobility group of AT&T. But rather than settle for a fair contract, AT&T just sent an email slapping our members in the face with the $45 billion 1Q revenue. Yet at the same time, AT&T’s last proposal called for all members that participate in the pension plan to have their pension frozen.

One of the most important issues in this bargaining is health care. After many years of overpaying for health care (we had members paying for many years between 35% – 50% of the total health care cost) in 2016, we were successful in reducing such contributions. During this round of bargaining, we expressed AT&T our commitment to keep the current health care contribution rules that have proven to be successful and equitable.

Your CWA Bargaining Team and the Company continue to talk with the hopes to achieve the collective bargain agreement that we all deserve and expect. One of the issues that we have a huge disagreement with the Company is the current wage proposal. In their last package, AT&T proposed a 1.25%; 1.50%, 1.25% and 1.50% totaling 5.5% 5.5% over four years, half of what was bargained for the Mobility Orange and Black Agreements.

The Company’s latest proposal does not meet our members expectations. The Company made some progress on the wage percentages, but the percentages offered are way less that what we have bargained in previous contracts and in any Mobility, contract including the recently ratified Alaska Contract.

On Thursday February 28, 2019, both parties failed to reach an agreement and the gap between the parties was substantial. Although AT&T claimed that they felt we were "close to an agreement" reality and the evidence is different.To put this in a context that we can all understand, the Puerto Rico Green Collective Bargain Agreement includes 25 Articles; 8 Letters of Agreement that are inside of the contract; 8 Letters of Agreement that are outside of the Contract and the Benefit Plan for years

As you know, since February 6, 2019, CWA and AT&T have been meeting almost on a daily basis, with the intent “to bargain for a fair and equitable contract that will allow the company to make a profit but offers protection for our members that will allow them to take care of their families.”*  CWA’s main goal on this bargaining cycle are benefits, job security and equal treatment.

Today, both parties decided not to have a formal bargaining session, but rather to have extensive informal meetings and discussions with the intention of closing the gap that still exists between both the Union and the Company.  We will resume talks tomorrow and are tentatively scheduled to meet in the afternoon.

The Union rejected the Company’s Proposal Package that continues to be a mockery to our members, who deserve greater respect from the Company who insists on presenting us with an insolent and anachronistic proposal that only try to snatch the benefits away from our membership.

The Union presented a proposal for a  New Letter of Agreement to handle Subcontracting issues thru a specialized Subcontracting Committee.  In addition, the Union submitted a Second Comprehensive Package Proposal that was submitted and will cover most of the demands of our membership, and at the same time be able to maintain the benefits acquired during the struggles and efforts of our members.

Although we presented proposals and counter proposals to cover the demands of our membership and maintain the benefits acquired during the struggles and efforts of our members,  the Company rejected every one of our proposals and presented another outrageous, exasperating and derogatory package of proposals that still aims to snatch and degrade the benefits already protected by the previous agreements. Let's continue demonstrating to the Company that the LOCAL 3010 DOES NOT SURRENDER!

Our proposal aims to make justice to our members and follows the hundred of suggestions our members submitted.  We are hopeful that the Company will understand our concerns and that we can move forward on this new benefit package.  At the same time, the Company presented the most injurious, aggravating and offensive Package Proposal.  Part of that “package proposal”, aims to decrease our benefits including vacation, overtime and others

Even as we continue to wait for information that we have requested from the Company and that is vital to represent adequately to our membership, we have proved our willingness to have an on time agreement that is fair for our members by submitting all our remaining proposals except a Benefits Proposal due to a lack of information from the Company that keeps dragging their feet.
